Chicago Prosecutor’s Office Will Not Press Charges Against Illegal Immigrant Suspected of Killing 17-Year-Old Girl

Cook County State’s Attorney Kim Foxx’s office has opted not to press charges against a “dangerous” Colombian illegal immigrant who was arrested for murder last week in Chicago. The decision follows reports from the Chicago Police Department (CPD) that the man’s illegally acquired firearm discharged in an apartment building, killing a “beautiful and promising” 17-year-old girl.
A source within CPD told Fox News that 19-year-old Juan David Ramirez-Olivo, arrested last week for murder, initially lied during questioning, claiming to be from Venezuela. However, it was later confirmed that Ramirez-Olivo is a Colombian national.
An Immigration and Customs Enforcement (ICE) source revealed that Ramirez-Olivo had entered the U.S. under the parole program and was given a notice to appear. After his arrest for first-degree murder last Saturday, ICE placed a detainer on him last Thursday.

CPD officials pushed for Ramirez-Olivo to be charged with involuntary manslaughter. However, Foxx’s office went to bond court last Friday afternoon and dropped the charges, citing “insufficient evidence,” according to Fox News.
A CPD source stated that a police chief involved in the case was unhappy with Foxx’s decision and pushed for charges to be filed. “If they want to say it was an accident and not reckless, they should at least charge him with the illegal weapon he admitted to buying,” the source told Fox News. “No one thinks it’s legal to purchase a gun off a guy on the street. Plus, he shouldn’t have had a weapon.”
The fatal incident occurred on October 1 when Ramirez-Olivo was in an apartment with 17-year-old Stephanie Lopez Ramirez. According to CPD, the gun he had illegally obtained discharged, hitting Stephanie in the arm and killing her. A family friend of the victim described her as “a very sweet girl who loved her family very much. Always happy and full of life.”
Chicago Police confirmed that they found a female victim unresponsive with a gunshot wound to her left arm. Stephanie Ramirez was pronounced dead at the scene, and Ramirez-Olivo was taken into custody as a person of interest. Ramirez-Olivo claimed the shooting was accidental, though CPD sources and the victim’s family are questioning his account.
In a statement to Fox News, Foxx’s office said, “After a thorough review of information presented to us by police, we concluded that the totality of the evidence was insufficient to meet our burden of proof to file criminal charges… We are open to further review if new or additional information is brought to us.”
Police records indicate that Ramirez-Olivo had been arrested in March for possession of a deadly weapon, a knife, while on the street. He was also accused of previously stabbing someone.
