Wisconsin Supreme Court Takes Disciplinary Action Against Judge Arrested For ICE Interference

The Wisconsin Supreme Court on Tuesday suspended Milwaukee County Circuit Court Judge Hannah Dugan until further notice after her arrest on federal charges.
In a 4–3 decision, the court—now with a liberal majority—relieved Dugan of her duties while she faces counts of obstruction of a federal agency and concealing a person to help them evade arrest, the Daily Wire reported.
“The court has learned that Milwaukee County Circuit Court Judge Hannah C. Dugan has been charged with two federal criminal offenses, one of which is a felony and one of which is a misdemeanor,” the court wrote in an order. “In the exercise of that constitutional authority and in order to uphold the public confidence in the court of this state during the pendency of the criminal proceeding against Judge Dugan, we conclude on our own motion that it is the public interest that she be temporarily relieved of her official duty.”
It added that Dugan would be “temporarily prohibited from exercising the powers of a circuit court judge in the State of Wisconsin” until further “order of the court.”
Dugan’s attorneys said they disagreed with the state high court’s ruling.
“We are disappointed that the Court acted in unilateral fashion,” they said. “We continue to assert Judge Dugan’s innocence and look forward to her vindication in court.”
Federal investigators allege that Judge Hannah Dugan helped Eduardo Flores-Ruiz, an unlawfully present Mexican national charged with three counts of domestic battery, evade ICE when he attended court.
Flores-Ruiz, who was previously deported in 2013, appeared at the Milwaukee County Courthouse on April 18, where six ICE task-force agents agreed to delay his arrest until after his domestic-abuse hearing. According to the FBI, Dugan was informed of the agents’ presence, “became visibly angry,” and called the situation “absurd,” per witness statements.
After sending the ICE team to the chief judge’s chambers, Dugan instructed Flores-Ruiz to exit her courtroom through the “jury door” into a restricted area, according to the charging documents. Despite this, ICE agents located Flores-Ruiz outside the courthouse and arrested him following a brief foot chase.
