Newsom to Sue Trump, Hegseth Over Deployment of National Guard Amid Anti-ICE Riots

California officials announced plans Monday to file a lawsuit against the Trump administration following the deployment of National Guard troops to Los Angeles County over the weekend.
The decision to mobilize the Guard has drawn sharp criticism from state leaders, who argue that President Donald Trump overstepped his legal authority by invoking a provision of Title 10—typically used in cases of rebellion or invasion, Fox News.
California Attorney General Rob Bonta said the move lacked legal justification. “President Trump’s order calling federalized National Guard troops into Los Angeles – over the objections of the governor and local law enforcement – is unnecessary and counterproductive,” Bonta said in a statement.
Bonta emphasized that there was “no invasion” or “rebellion” in California, even though immigration-related protests erupted into violent riots in parts of Los Angeles County during the same period. He accused the president of intentionally creating instability for political purposes. “The president is trying to manufacture chaos and crisis on the ground for his own political ends,” Bonta added.
Democratic Governor Gavin Newsom also faulted Trump for escalating tensions in the region. He said local and state authorities already had the situation under control when the president issued the proclamation deploying National Guard troops.
“Trump caused the bulk of the rioting because he unnecessarily deployed the military to protect ICE personnel and federal buildings,” Newsom stated. “Local and state police had the situation under control when Trump spurred chaos by issuing his National Guard proclamation.”
The lawsuit is expected to challenge the federal government’s justification for activating the Guard without the consent of the state’s leadership. California officials argue that the deployment represents an inappropriate use of federal power and may have worsened an already volatile situation.
