ICE Arrests Illegal Workers at Pennsylvania Pallet Company In Multi-Agency Operation

Federal authorities arrested four individuals in Exeter, Pennsylvania, on June 5 during a coordinated immigration enforcement action at Wyoming Valley Pallets Inc. The operation was led by U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) Scranton, with support from several other agencies, including the FBI, IRS-Criminal Investigations, and the U.S. Marshals Service.
The individuals arrested were identified as Miguel Bruno-Vasquez, Vicente Coyotecal Matias, and Jesus Gallardo-Bautista—all Mexican nationals—and Geoli Perez-Santana, a citizen of the Dominican Republic. All were found to be illegally working in the United States and were taken into custody for administrative immigration violations.

“Today’s operation highlights the significant detriments of employing illegal workers, which undermines the integrity of our immigration system and puts lawful businesses at a disadvantage,” said Edward V. Owens, Special Agent in Charge of HSI Philadelphia. “We are committed to working with our law enforcement partners to identify and apprehend those who violate immigration laws and to protect the interests of both legal workers and employers who follow the law.”
The enforcement stemmed from an investigation that began in March, when Gallardo was flagged by Enforcement and Removal Operations (ERO) for employment verification. He had an outstanding arrest warrant related to a DUI case. All four individuals were processed at Pike County Jail following their arrests.
According to officials, Gallardo entered the U.S. legally in June 2007 but overstayed his visa. He was ordered removed in absentia in 2013 and was previously arrested in 2021 for DUI and driving without a license. That case is still pending.

Coyotecal was caught twice at the U.S. border in 1999 and voluntarily returned to Mexico on both occasions. Bruno-Vasquez had no previous record with immigration enforcement.
Perez-Santana crossed the U.S. border near Calexico, California, in October 2022 and was released after being served a notice to appear in court.
