18 of 19 States Harris Won Have One Thing In Common

Of the 19 states won by Vice President Kamala Harris in the 2024 presidential election, 18 do not require voters to show photo identification in order to vote, according to a review of laws in effect as of April 2024 by the National Conference of State Legislatures (NCSL).
Nationwide, 36 of the 50 U.S. states require voters to provide some form of identification to cast a ballot, with 12 of those states not mandating a photo ID, the Daily Caller reported.
Of the 19 states won by Harris, 12—California, Oregon, New Mexico, Minnesota, Illinois, Maine, Vermont, Massachusetts, New York, New Jersey, Hawaii, and Maryland—do not require any form of documentation to vote, according to the NCSL.
The Conference identifies five of the remaining seven states Harris won—Colorado, Washington, Delaware, Connecticut, and Virginia—as states where identification is requested, but a photo ID is not required.
Colorado and Washington conduct all elections by mail, so their limited ID requirements apply only to in-person voters, according to the Conference, the Caller added.
In many states, voters without ID can sign an affidavit to affirm their identity before being allowed to cast a provisional ballot. They typically need to return with a photo ID for their provisional ballot to be counted. However, in Delaware, Connecticut, and Virginia, voters can sign the affidavit and cast a regular ballot, according to the Conference.
New Hampshire, which Harris also won, has a similar provision allowing voters without an ID to cast a regular ballot. However, the state implements a more stringent follow-up process to prevent fraud. Voters in New Hampshire without an ID must sign a “challenged voter affidavit” before they are allowed to cast their ballot, the outlet added.
“After the election a mailing is sent and the voter must sign and return it; if it is not returned, the voter will be investigated for voter fraud,” according to the Conference.
The only states in which no ID is required to vote that Harris lost are Nevada and Pennsylvania. Donald Trump also emerged victorious in Iowa, Oklahoma, Kentucky and Utah, states that merely request an ID to vote, though it is not required.
In poll after poll, most Americans — be they Democrats or Republicans — support a voter ID requirement to cast a ballot.
